Marco Schiewe

Marco Schiewe is a specialist in sustainable energy and climate finance. He currently serves as Project Director at the German Agency for International Cooperation (GIZ), where he promotes investments in energy efficiency for small and medium-sized industries in Brazil under the Mitigation Action Facility and coordinates the preparation of a program for the decarbonization of the steel and cement sectors. Before joining GIZ, he worked at the European Investment Bank (EIB), the International Climate Initiative (IKI) of the German government, and the Brazil-Germany Chamber of Commerce (AHK), focusing on energy efficiency, renewable energy, capacity building, innovative financial instruments, and carbon pricing mechanisms. He holds a Master’s degree in Sustainable Resource Management from the Technical University of Munich (TUM) and a Bachelor’s degree in Public Policy and Economics from the Ludwig Maximilian University of Munich (LMU).

Energy Efficiency and Public Policy: Pathways to Reducing Costs and Emissions

São Paulo is the first Brazilian state to establish a comprehensive Energy Plan, with energy efficiency as one of its key strategies to reduce greenhouse gas emissions and optimize resource use. This panel will discuss São Paulo’s case studies—such as the Energy Efficiency Guarantee Fund and the pilot project for efficient public lighting implemented in the city of Miracatu—as model initiatives. The conversation will also explore technical, regulatory, and economic challenges, as well as the role of public policies, incentives, and financing mechanisms in scaling up energy efficiency projects.
