Marisa Barros

Marisa Barros holds a PhD in Energy Planning from COPPE/UFRJ and a Bachelor’s degree in Chemical Engineering from UERJ. She is a member of the Board of Directors of the Environmental Company of the State of São Paulo (CETESB) and previously served on the Board of Directors of the Geological Service of Brazil (SGB). She has also held leadership positions at the Ministry of Mines and Energy (MME), where she served as Deputy Secretary, Director, and General Coordinator, and is a career employee at the Energy Research Company (EPE). In addition, she has professional experience in the private sector.

Energy Efficiency and Public Policy: Pathways to Reducing Costs and Emissions

São Paulo is the first Brazilian state to establish a comprehensive Energy Plan, with energy efficiency as one of its key strategies to reduce greenhouse gas emissions and optimize resource use. This panel will discuss São Paulo’s case studies—such as the Energy Efficiency Guarantee Fund and the pilot project for efficient public lighting implemented in the city of Miracatu—as model initiatives. The conversation will also explore technical, regulatory, and economic challenges, as well as the role of public policies, incentives, and financing mechanisms in scaling up energy efficiency projects.
