Luana Pretto

Luana Siewert Pretto is a Civil Engineer (UFSC), with a master's degree in Multicriteria Analysis (UFSC) and a postgraduate degree in Project Management (FGV). She previously worked at the Santa Catarina state sanitation utility (CASAN) and served as technical director and president of the municipal sanitation company Companhia Águas de Joinville. She is currently the Chief Executive Officer (CEO) of the Trata Brasil Institute.

Basic Sanitation and the Challenge of Universalization

São Paulo is a national and international benchmark for adopting a concession contract model in the sanitation sector that, in much of the state, accelerated the universalization of sanitation by three years relative to the deadline stipulated by the Legal Framework. The panel will discuss this model and the state's challenges on the path toward universalization, considering all municipalities in São Paulo. It will address the role of the state, municipal administrations, and the private sector in this journey, the necessary investments, and the regulatory and infrastructural challenges.
