André Isper

André is a lawyer with experience in infrastructure projects, public law, and regulation. He has served as the CEO of the Transportation Regulatory Agency (Artesp) since October 2024. From 2023 to 2024, he was the Executive Secretary of the São Paulo State Secretariat for Investment Partnerships, the department responsible for new projects under the State PPP and Privatization Programs. He also served as Coordinator of the Concessions and Permits Monitoring Commission (CMCP), the entity responsible for overseeing concessions and PPPs within the São Paulo metro-rail system. His previous roles include Consultant for the Inter-American Development Bank (IDB) (2022), Chief Advisor to the Planning Directorate at the Planning and Logistics Company (EPL) (2019–2022), Superintendent of Regulation at the São Paulo State Transportation Agency (ARTESP) (2017–2019), and Associate Attorney at Queiroz, Maluf Advogados (2015–2017). He holds a Master's degree in State Law from FDUSP (2023), a Specialization in Economic Law from FGV Direito SP (2016), and a Law degree from PUC/SP (2014).

Mobility Infrastructure for Resilient Cities

Mobility infrastructure needs to be designed with resilience in mind, ensuring safety, efficiency, and adaptation to extreme events. Efficient urban drainage systems and the integration of Nature-Based Solutions (NBS) are essential to reducing flood risks and protecting roads and transportation facilities. This panel will discuss innovative urban planning and sustainable mobility strategies, combining engineering, smart drainage, and natural solutions to increase the resilience of cities. Case studies will be presented that demonstrate how the integration of mobility, water management, and NBS can reduce the impacts of extreme events, improve urban quality of life, and optimize public investments.
