Fred Guidoni, born on May 10, 1974, in Ribeirão Preto. He is married to Juliana Cintra and is the father of Pietra and Valentina.
A Law graduate (FMU – United Metropolitan Colleges), he is a practicing lawyer specializing in Public Administrative Law and a partner at Guidoni Scaranello Assessoria e Consultoria Ltda.
Throughout his professional life, he has held various public and private positions, in addition to providing consulting services to several municipalities.
Between 1994 and 1995, at the São Paulo State Secretariat of Labor Relations, he worked in the Coordination of Organization and Implementation for SINESP – the National Employment System of São Paulo – under the FAT Agreement (Worker Support Fund).
Subsequently, from 1995 to 1997, he worked at SET-Serviços e Tecnologia Ltda, where he served as an advisor to the company's CEO.
In 1998, already in Campos do Jordão, he worked in the administration of former mayor Oswaldinho, holding the positions of technician in the Secretariat of Administration and Chief of Staff until 2000.
He then dedicated himself to Administrative Law, practicing in his own office and providing consulting to various cities until he was invited to work with Mayor Kassab in the city of São Paulo, where he served as the Digital Inclusion Coordinator and Chief of Staff for the Secretariat of Participation and Partnership, led by former state deputy Ricardo Montoro.
This Secretariat was responsible for coordinating the Digital Inclusion Program of the City of São Paulo. Under his management, approximately 500 Telecenters were implemented, serving over 3 million people. As Chief of Staff, he worked directly with the various coordinations linked to the Secretariat, such as the Coordination of Policies for Women; for Black Population Affairs – CONE; for Youth Policies – CPJ; for Elderly Policies; for Sexual Diversity Affairs; for Combating Drugs and Alcohol; and the Municipal Fund for Children and Adolescents – FUNCAD.
Between 2013 and 2020, he served as the Mayor of Campos do Jordão for two consecutive terms. During this period, he combined his mayoral duties with active participation in various associations aimed at the development of municipalities in different areas.
Among the positions he held, the following stand out:
* President of the Executive Board of the Metropolitan Region of Vale do Paraíba and North Coast;
* He was President, for three consecutive terms, of the Serra da Mantiqueira Hydrographic Basin Consortium (2013-2018);
* He held various leadership positions on the board of Aprecesp – Paulista Association of Tourist Municipalities (2013-2020).
* He was also the first Vice-President of the Deliberative Council of the Paulista Association of Municipalities (APM) (2016-2020); Vice-President of tourist cities at the National Front of Mayors (FNP) (2017-2018); and a board member of the National Confederation of Municipalities in Brasília.
After leaving the Mayor’s office, he served as the Executive Secretary of Regional Development for the State of São Paulo, where he worked directly on the project for the state's new regional division and on development actions across the 645 municipalities of the state of São Paulo.
He was elected President of the Paulista Association of Municipalities (APM) for the four-year term of 2021-2024, a position from which he stepped down in early April 2024, in compliance with electoral legislation.
As a CNM board member last year, he was also chosen to be part of the winning slate of the National Confederation of Municipalities in Brasília, for the position of 2nd Vice-President.
Fred Guidoni advocates for regional solutions that unite the exchange of experiences in promoting development as an assertive measure for cities. At the APM, he was engaged in the search for modern and innovative solutions for public administration and organized the largest Congresses of Municipalities in APM's history in recent years.
