Ambassador José Carlos da Fonseca Júnior has built a distinguished diplomatic career spanning nearly four decades. Throughout his service, he held various positions both in Brazil and abroad, including Ambassador of Brazil to Yangon, Myanmar, and Deputy Chief of Mission in New Delhi, India. He also served twice in Washington, D.C., as well as in Ottawa, Maputo, Abu Dhabi, Santiago, and Manila.
In public administration and politics, he served as a Federal Deputy representing his home state, Espírito Santo, where he was also Secretary of Finance and Chief of Staff to the Governor. At the federal level, in Brasília, he worked at the Department of Trade Promotion and the Office of the Secretary-General of the Ministry of Foreign Affairs, as well as twice at the Ministry of Finance — first as Special Advisor (1991–92) and later as Chief of Staff to the Minister (1996–98).
In the private sector, Ambassador Fonseca joined Ibá – Brazilian Tree Industry in April 2019, where he currently serves as Director of Institutional Relations. In this role, he has also served on the Steering Committee of The Forests Dialogue (TFD) and is currently Vice President of the International Council of Forest and Paper Associations (ICFPA). From December 2021 to December 2023, he acted as Co-facilitator of the Brazilian Coalition on Climate, Forests, and Agriculture, representing the private sector in this multi-stakeholder platform composed of more than 300 members from business, finance, academia, and civil society.
In September 2023, he became Executive President of Empapel, the association representing producers of paper packaging and paper-based packaging. In July 2024, he assumed the role of Chair of the Advisory Committee on Sustainable Forest-based Industry (ACSFI/FAO).
