Eduardo Trani

Eduardo Trani is an architect and urban planner, holding a Ph.D. in Environmental Planning from the University of Paris XII (1985). He served as Deputy Secretary and later Secretary of State for the Environment of São Paulo (2016–2022); Chief of Staff at the State Secretariat for Housing (2008–2010); and Architect and Superintendent of Planning at CDHU (1985–2008). He was also a professor of urban planning and environmental management at several private universities (1987–2022). Eduardo Trani has been a member of numerous councils, including the State Environmental Council (Consema, 1995–2024); the State Housing Council (CEH, 2008–2012); Condephaat (2023–present); National Environment Council (CONAMA, 2018–2020); and the State Water Resources Council (CRH) and River Basin Committees of Alto Tietê and PCJ, among others.

The Territorial Impact of Climate Emergencies: Migrations, Displacements, and Vulnerability

Climate change is already shaping territorial dynamics, altering patterns of land use, mobility, and occupation. In different regions, extreme weather events have led to temporary or permanent displacements, affecting local communities and demanding new approaches to urban planning, housing, and social policy. This panel will discuss how to integrate the climate perspective into territorial management strategies, highlighting experiences that seek to reconcile social protection, sustainable development, and community resilience.
