Fernanda Carbonelli is a lawyer with 25 years of experience in environmental advocacy and climate justice. As the Co-founder and Executive Director of the Coastal Conservation Institute (ICC), she leads ecological restoration and territorial resilience projects on the North Coast of São Paulo. Under her leadership, the ICC was recognized in 2024 as the Best Environmental and Sustainability NGO in Brazil. She is a member of the State Environmental and Climate Change Councils, contributing to the promotion of environmental quality and the strengthening of public policies for climate adaptation in São Paulo.

São Sebastião Disaster: Technology and Mobilization for Reconstruction

The panel discusses the lessons learned, challenges, and paths forward following the tragedy caused by heavy rains in São Sebastião in 2023, which resulted in severe human, social, environmental, and economic losses on the North Coast of São Paulo. From the perspective of public administrators, environmental experts, and representatives of the private sector, the debate addresses how to combine technology, territorial planning, and public engagement to strengthen coastal resilience in the face of extreme weather events. The results of the Restaura Litoral Norte project, developed by the Institute for Coastal Conservation (ICC) with public and private partners for the recovery of São Sebastião, will also be presented.
