Leonardo Santos Caio Filho

A professional with over 20 years of experience in relationship management, business development, and regulation in energy cogeneration from sugarcane biomass, biogas, natural gas, and solar photovoltaic sources. He holds a degree in Electrical Engineering from the Federal University of Itajubá – EFEI (2004), an MBA in Oil, Gas and Biofuels from FECAP (2007), and an Executive MBA from INSPER (2014). He has worked in the electric power sector since 2004. He served as a Junior Engineer at CESP – Companhia Energética de São Paulo, from February 2004 to July 2005. Subsequently, he joined COGEN – the Brazilian Association of Energy Cogeneration Industry, where he currently holds the position of Director of Technology and Regulation.

Energy Efficiency and Public Policy: Pathways to Reducing Costs and Emissions

São Paulo is the first Brazilian state to establish a comprehensive Energy Plan, with energy efficiency as one of its key strategies to reduce greenhouse gas emissions and optimize resource use. This panel will discuss São Paulo’s case studies—such as the Energy Efficiency Guarantee Fund and the pilot project for efficient public lighting implemented in the city of Miracatu—as model initiatives. The conversation will also explore technical, regulatory, and economic challenges, as well as the role of public policies, incentives, and financing mechanisms in scaling up energy efficiency projects.
