Mthobeli Kolisa is the Chief Officer responsible for Infrastructure Delivery, Spatial Transformation Services, Inclusive Communities and Sustainability cluster at the South African Local Government Association. The cluster represents, supports and advises municipalities in the following portfolios, Built Environment and Infrastructure Delivery, Municipal Sustainability, and Health, Social Development and Inclusive Communities. Before his current position, Mthobeli was a Group Head for the Department of Environmental Management Services at the City of Tshwane. This portfolio included waste management, environmental management, Parks and resorts, nature conversation, cemeteries and agriculture and rural Development. He has been in the public and development management field focusing on local government for more than 25 years as a researcher, a consultant and a senior manager. During this period, among others, he previously served as an Executive Director of Municipal Infrastructure Services at SALGA responsible for the following municipal services: water supply, sanitation, electricity distribution, roads and transport, waste management, renewable energy and energy efficiency, human settlements, environmental services and climate change response. He also served as a Strategic Executive Director responsible for waste management, environmental management, Parks and resorts, nature conversation, cemeteries, agriculture and rural Development and the Fresh Produce Market in the City of Tshwane. Mr Kolisa contributed to various policies and strategies related to South African local government and built considerable experience in the field of municipal infrastructure services including on aspects such as municipal services delivery institutional design options, municipal service delivery strategies, municipal restructuring, financial planning and performance management across a range of municipal categories. He is a former Chairman of the Board of Directors of PDG, one of South Africa’s top consulting firms in the area of local government finance, service delivery and governance.

Natural Disaster Management: National and International Case Studies
