Rodrigo Pedroso

A Civil Engineer from PUC-GO, with a specialization in Business Administration from Harvard Business School (OPM 60). He also holds specializations in Project Management from Fundação Getúlio Vargas (FGV), Hydropower Generation from the Pennsylvania Public Utility Commission (PAPUC), Wind Power Generation from the DEWI Institute, and Energy Trading from Mackenzie Presbyterian University. He has over 24 years of experience in the electric power sector, covering generation, transmission, trading, and distribution. Before founding Grupo Pacto, he worked at ANEEL – the Brazilian Electricity Regulatory Agency. Currently, in addition to serving as CEO of Grupo Pacto, he is a Board Member at ABSOLAR – the Brazilian Solar Energy Association, Director of Energy at FIESP – Federation of Industries of the State of São Paulo, and Co-Founder of Zero Summit.

Energy Efficiency and Public Policy: Pathways to Reducing Costs and Emissions

São Paulo is the first Brazilian state to establish a comprehensive Energy Plan, with energy efficiency as one of its key strategies to reduce greenhouse gas emissions and optimize resource use. This panel will discuss São Paulo’s case studies—such as the Energy Efficiency Guarantee Fund and the pilot project for efficient public lighting implemented in the city of Miracatu—as model initiatives. The conversation will also explore technical, regulatory, and economic challenges, as well as the role of public policies, incentives, and financing mechanisms in scaling up energy efficiency projects.
