Rogério Santos

Born in Santos in 1966. He holds a degree in Dentistry, with a specialization in Public Health and a Master's degree in Collective Health. He has been a career public servant (admitted through a public examination) since 1988, when he began his public career. He coordinated the Metropolitan Institute for Academic Research and Technical-Operational Consulting (IMPACTO), which produced scientific work for the development of the Baixada Santista region, bringing together researchers and universities in the area. He served as a parliamentary advisor in the São Paulo State Legislative Assembly, and as Chief of Staff and Municipal Secretary for Mayor Paulo Alexandre Barbosa. In the municipal administration, he led the Secretariat of Government (Segov), the office responsible for coordinating the City's major projects, such as the New Entrance of Santos, Nova Ponta da Praia, and the fight against Covid-19. He served as the Mayor of Santos from 2021 to 2024 and was re-elected for the 2025 to 2028 term.

Territories in Transition: The Role of Municipalities in Climate Resilience

This panel examines how cities and their territories can reinvent themselves in the face of climate impacts, transforming vulnerabilities into opportunities. Pathways to strengthen local policies, integrate communities, and foster innovative solutions in urban planning, infrastructure, and environmental management will be debated. The challenge of financing and the step-by-step process for building partnerships will also be addressed.
