Rosana Santos

An electrical engineer with a Master’s and PhD in Energy, she is a member of the United Nations Council of Engineers for the Energy Transition (CEET) and part of the General Coordination for Energy Transition at the Brazilian Forum on Climate Change. With more than 30 years of experience in the energy sector, she has held executive positions at companies such as Enel, Alstom/GE, and EDP, served as a board member of the Brazilian Wind Energy Association (ABEEólica) for 13 years, and coordinated projects at the Ministry of Mines and Energy (MME).

Low-Carbon Hydrogen and International Cooperation

In the State of São Paulo—home to Latin America’s largest industrial complex and a strong scientific and technological base—green hydrogen and other low-carbon pathways represent not only a route toward decarbonization but also an opportunity to participate in emerging global value chains. This panel will discuss how São Paulo can structure its low-carbon hydrogen strategy by leveraging its renewable energy potential, considering ongoing initiatives, cooperation instruments with other countries and multilateral organizations, regulatory and financial challenges, and opportunities for innovation and the creation of high-skilled jobs.
