Since January 2023, Vinícius Carvalho Pinheiro has served as Director of the International Labour Organization (ILO) Office for Brazil. He leads the ILO's work in promoting decent work in supply chains and supporting just transition policies.
From 2020 to 2022, he was ILO Deputy Director-General and ILO Regional Director for Latin America and the Caribbean. In this role, he led a team of 368 people dedicated to addressing the social and employment impacts of the COVID-19 pandemic. Prior to this, Pinheiro was the ILO's Special Representative to the United Nations in New York, where he advised on the 2030 Agenda and the Sustainable Development Goals (SDGs), particularly SDG 8 on decent work.
Before joining the ILO, Pinheiro held several key positions, including that of Executive Secretary of the Ministry of Social Security in Brazil from 1998 to 2002, where he led the country's pension reform. He also served as a senior pensions specialist at the Organisation for Economic Co-operation and Development (OECD) and consulted for institutions such as the World Bank and the Inter-American Development Bank.
An economist with a master's degree in Political Science from the University of Brasília, Pinheiro also holds advanced qualifications from the Harvard Kennedy School and the University of Chicago Booth School of Business.
